Migrant caravans: Mexico's responses

The report by the Institute of Legal Research of the UNAM - National Autonomous University of Mexico, is dedicated to the theme of migratory movements that have arisen in Mexico and Central America since a few decades ago, however, the analysis is mainly aimed at the events that began with the flood of migrant caravans from October 2018 and that continue until the date on which this work is published. The reason is simple: the issue overwhelms us and at the time we showed that we were unprepared to deal responsibly with a delicate situation, which has always existed, but which went unnoticed before the veil of the social crisis in Latin America.

The four essays that make up this work will allow the reader to understand the phenomenon of migrant caravans as a form of displacement and movement with characteristics forced by the conditions of violence, insecurity, environmental crisis and poverty in which the vast majority of the inhabitants of the Central American countries who take part in these caravans find themselves. The prevailing conditions of structural violence and systematic violations of human rights are what drive these people to leave their places of origin, which is why it is recognized that they are victims of these circumstances and not criminals.
